Yesterday, Sapience <a href="http://forums.lotro.com/showthread.php?&postid=4276703#post4276703">posted</a> patch notes for the testing phase of an upcoming Mirkwood patch. Looks like they're fixing some of the issues with legacy upgrades that, er... aren't. (Some tier upgrades for legacies don't actually give you an upgrade. Use scrolls with caution!) Fun.
